Basic observation can provide good indicators about a city’s regulatory environment. What is the frequency and intensity of unsolicited transportation offers at the airport? Or how easy is it to operate a food cart? In the U.S., the food truck environment may be the less-regulated Portland with hundreds of food cart options available in dozens of food pods. It may be Los Angeles which is apparently better than DC but not completely without its contentious restrictions. It may be the regulatory-nightmarish New York. A simple look around can provide a few clues about the local approach to protectionism, public safety, brick-and-mortar, taxation and controlled development…sometimes taking in the sights for the small things provides a little perspective for the big ones.
