Organizational needs are different in a steady state environment than an environment undergoing rapid change. In a stable operating environment, you can more clearly define roles and efficiently build an organization structure. You may also be able to define specific inputs and metrics (or proxy metrics, like test scores). I need a person with such and such certifications for 20 hours per week.
